Implementation of Good Practices in Environmental Licensing Processes

One of the main command and control mechanisms for environment is environmental licensing process. However, isolated adoption this mechanism has not satisfactorily ensured quality natural resources. On other hand, an increasing number organizations are voluntarily adhering to good practices. As a result, approximating relationship between instruments (state regulation) practices becomes increasingly important improving performance organizations. Within context, present work proposes evaluate how can strengthen advance current models adopted in South America. This research consists exploratory case study, conducted with qualitative approach. Several countries America were evaluated because great resources that region has, as well European Economic Community, due their so-called “best available techniques” management since 1996. The results study indicated voluntary adherence international standards evolved analyzed agencies American could establish legal bases consolidate inclusion processes. It was also observed some benefits be given implement practices, such granting licenses extended terms; debureaucratization (with time gain) administrative procedures; exemption or reduction fees; facilitation financing. thus support debates effective advancement model. hypothesis must consolidated through further research, carried out individually each country analyzed.
